What do you do?
 
Declare an emergency and land where ever I can get it on the ground. You are a glider in a 172 and asking where you should go? Declaring, send CFR (haven't landed a SE in a LONG time), fuel, and SOB, and fly the airplane. Screw the next arrival...they will figure it out.
 
I'm not landing and holding short of nothin'! I'm certainly not circling away from a perfectly good runway to let the wind push me even further from the airport.

What do you do?

For what it's worth, if your inbound to me with the engine out you're getting a clearance to land any runway - and you're not holding short of anything. Also, the next arrival to that runway is no factor to you, as the runway will close as soon as you touch it.

Do your thing, and don't put an iota of thought into anyone else. Please.

1) Count your lucky stars you don't have a stiff headwind

2) At best glide of 65kts, you have a published glide ratio of 10:1 for a 172. Even if you get textbook performance, that leaves you at zero feet when you cross the fence. Choice of runway is irrelevant, you are looking for anything relatively flat and preferably not liquid.

3) I have never seen a 172 actually glide 10:1, but to get that, you also need zero control inputs (they cause more drag). Throw everything that isn't nailed down as far aft as you can. Winds aloft matter here, if you have any crosswind to speak of, you aren't going to make it unless the tailwind competent is at least as big. With a strong tailwind, trim for minimum sink instead of best glide (just above stall is close)

4) I would land on the taxiway or grass before worrying about which runway the winds favor. You'll stop faster on turf anyway.

There is no "clearance" here. I may optionally state my intentions. Tower will probably take the hint when I say I'm straight for the numbers, and ask them to call the coast guard when I don't make it. That is about last on my list of crap to worry about though.

Agreed. It's nothing more than legalese. Kind of like when an aircraft departs, declares an emergency (fire warning light, smoke in the cockpit) makes a (tight) 180 and lands reverse flow - and you end up in front of a desk explaining why you didn't verify the aircraft had the ATIS. Yeah, that happened.

Point being, as a controller I found the hold short (if it was for traffic reasons) and the removal of the aircraft prior to the next arrival both odd and offensive. Do what you need to do, and don't let that factor into your decision(s). Ever.

Runways Have been Xed over and the pavement is not in good shape nor is the turf.
Better than landing in the vast amount of woods all over the place. I just Google mapped (satellite view) the airport... I would take that pavement any day over losing it in the trees.

This is all a moot point, however. If you are directly 5 miles south of ACY, you are also about 5 miles west of Bader. As stated above... I'd shoot for best glide, and take a serious look at the mall I'd be passing along the way. If there was a stretch of parking lot there without cars in it (I could avoid the light poles), I would seriously consider it as a place to put down instead of into the trees.

Realistically, though, if the winds are from 130, and it is already questionable whether I'd make it to ACY, then Bader is almost definitely not a reachable goal. You'd be in the water.

This question and scenario seems like you don't understand how an engine out scenario works, or what the word emergency means in relation to aviation.
 
I've got an even stupider scenario.

N12345 - Tower declaring an emergency engine is running rough/out.
Tower - N12345 remain clear of my airspace.

What do you do?
