That may be true in older cars, but the newer ones with computers continue to draw a small amount of current even when the car is off. They'd be fried.
According to an electrical engineer buddy of mine (I posed this question to him 2 years ago) EMP's only affect items that are currently running/charged. So if you're flying, you're screwed, if you're on the ground your airplane will still work as long as you didn't have it running. So after the blast, if you go out and try to start your car, it should still start. Who knows if he's actually right or not...
