I have no idea who is hiring for this position (though if told their names I probably know them), and am not connected with them in any way. Some observations about El Paso.
1. No, it's not the end of the world. But you can see the end of the world from the top of the Franklin Mountains.
2. Seriously, very safe place to live. You can walk down the roughest part of town in the middle of the night and not worry about being attacked. Murders and rapes are very rare. Property crimes are more common, but usually they avoid people. Even the prison is sedate compared to others. One of those reality shows came to town to film the prison thinking it would be like Juarez. After two weeks they gave up and left- it was too boring.
3. Cost of living is very low. Look at how much an apartment costs in the area before sneering at any pay rates.
4. El Paso is the kind of place where, if you get a good reputation, people will come to you for flying. If you are a good CFII you will have pilots lining up to fly with you when you are not required to work (if they let you teach on the side). If you get a bad reputation in El Paso... well... good luck.
5. A great place for those who like the outdoors. Camping, hiking, even skiing is not far away. Big Bend, mountains of New Mexico, Taos, Santa Fe... all an easy drive/flight.
6. Yeah, it's hot in the summer, but it's not nearly as bad as Phoenix due to the high altitude. As soon as the sun hits the mountains the temperatures drop a good 20 degrees.
