I forget the minimum staffing numbers, but even on a large widebody the number isn't that high.
There's FAA required staffing and then there's air line required staffing. SJA requires a full complement of FAs to board. That's why, when one or more are running late, they will get the ready reserve FA's from the crew lounge to board.

I'm pretty sure I read that the flight had yet to board.I think the issue is that a flight attendant working the flight was not on board the aircraft when there were passengers on aircraft. I'm guessing the FAA frowns on not having the required component of flight attendants.

Some passengers who had just boarded a Spirit Airline plane at O'Hare looked out the window and saw a flight attendant posing inside the jet engine well. One of the passengers contacted the I-Team in disbelief, asking if it was part of a new pre-flight checklist. When this flight attendant ended up working their flight, they took down her name and later found she had posted the pictures on her Facebook page.
