As far as the Puerto Ricans go, having been part of the US since 1898 and having K-12 Engrish [sic] classes doesn't help.

Do they have English classes in PR? I got a flat in my rental there and when I called the Hertz roadside assistance they didn’t speak any English. Neither did the security guard who came to see what I was about. Had to resort to 2015 Google translate, which wasn’t quite as good as it is now.

Are there K-12 mandatory English classes in the entire system? Yes.
Are those courses enough to get people to a conversational English level? Absolutely not.
