That was what I figured, but at this particular airport the air taxi ramp is located off the 2nd to last taxiway on the west end of the runway, so with a west flow it is common to get "cleared to land 27 right, short approach long landing approved" and despite the short approach clearance pilots are expected to keep their base leg before the approach end of 27L, though they can make it well after the approach end of 27R. Normally the reverse, as posted in the OP, is not an issue as a heavy airplane won't be high enough/fast enough to maneuver prior to the end of the parallel runway anyway. So anyway, knowing what he knows about the short approach base leg being kept clear of the parallel my friend, when faced with a light aircraft and a decent headwind, pondered if that prohibition applied to the departure phase as well. Though, for all my friend knows, this could be entirely local procedure and not addressed specifically in the 7110.
Weeeelll let's just say that due to a ridiculous volume of air taxi traffic this airport has many special local procedures.
