Crossing a parallel runway on an early turnout

Say I am flying from a towered airport with two parallel runways. If I am given "cleared for takeoff runway 9 left, early right turn approved", does that early right turn allow me to cross 9R with my early right turn, or do I still have to wait until after the departure end of 9R to make my early turn? Assume 9R is several thousand feet shorter than 9L.
 
Shouldn't be a problem to turn, with no amplifying remarks or further restrictions given by tower: ie- "Passing departure end of 9R, right turnout approved."

That was what I figured, but at this particular airport the air taxi ramp is located off the 2nd to last taxiway on the west end of the runway, so with a west flow it is common to get "cleared to land 27 right, short approach long landing approved" and despite the short approach clearance pilots are expected to keep their base leg before the approach end of 27L, though they can make it well after the approach end of 27R. Normally the reverse, as posted in the OP, is not an issue as a heavy airplane won't be high enough/fast enough to maneuver prior to the end of the parallel runway anyway. So anyway, knowing what he knows about the short approach base leg being kept clear of the parallel my friend, when faced with a light aircraft and a decent headwind, pondered if that prohibition applied to the departure phase as well. Though, for all my friend knows, this could be entirely local procedure and not addressed specifically in the 7110.
 
If it's not NOTAMd or otherwise given in the clearance to not overfly the air taxi ramp, Id be curious how anyone could know? To me, "short approach, long landing" on a long runway means I can make my base turn or enter on base to final anywhere along the runway length, and land long; unless told otherwise.

Weeeelll let's just say that due to a ridiculous volume of air taxi traffic this airport has many special local procedures.
