Congress passes age 65 legislation Dec 11th

Velo, the ICAO conventions specifically state that each member national is allowed to deviate from specific items in the conventions. All they have to do is notify ICAO of the deviation. There are quite a few exceptions to the conventions that we have filed with ICAO. The fact that ICAO changed their age limit was not binding on us whatsoever.
 
You greatly overstate ALPA's influence with Oberstar. Age 60 was doomed because the Dems control Congress, and most Dems believe, as a core principle, that age discrimination is inherently wrong. Couple with that the fact that allowing the government to force pilots to retire at 60, while at the same time allowing government to diminish their PBGC-insured pensions to the tune of 50-80% because they retired "early" is wildly wrong. I suspect that Prater and ALPA exec. really decided to change their position not only because they knew that Age 65 would pass but also because they didn't want it to become clear to everyone how little influence they really yield.
