Still doesn't answer the question of why the Citation is facing the wrong way. 'The Cessna 525 continued to roll out on runway 22.' Did the Jackass turn around and taxi back?
 
I hate it when “any traffic in the area please advise” calls are made - busy unicoms are the worst.

But this would have still happened IF the CJ made the call and the other aircraft was J3 with no electrical/xpndr/comms.

But it wasn’t, and so this was easily preventable by one of the parties simply doing what you’re supposed to do. Perhaps extenuating circumstances will come to light in the investigation, but the prelim makes him look like the aforementioned jackass.

Jackassery aside, at uncontrolled airports, you CAN has a mix of traffic from the 80 year old Cub to the newest Jet. In that environment, radios, TCAS, and all that tech is optional. However, Mark 1 Eyeball and basic pilot skills are required.
