I think the Va limitation goes back to the 'old days' when a chandelle and lazy 8 were at 60 degrees, like the steep turn.

Thats how I do chandelles on my own or when really testing a student to aircraft limits. We bank to about 30/45 degrees, start pitching up while slowly letting the bank increase to 60 (since starting at 60 at cruise can be a little stressful on you and the aircraft when trying to get 20-30 degrees nose up) and take it right to stall buffet at 180 degrees.

I might be wrong maybe some ex WWII pilot here can let me know for sure, but to my understanding chandelles and eights on pylons are both war maneuvers. Chandelles were done for a combat maneuver and eights on pylons were done by bombers so the gunny could have a steadier shot at the target.
