ATP requirement question??

Yeah it's clear as mud, always has been for me since I have zig zagged between airplane and rotorwing ratings! The examiners have a field day when I approavhe them with all these "add-on's" etc...lol!
 
Was given Mr. Neal O'Hara's voicemail, who is an attorney with FAA's Airman Certification Law Branch in Oak City. If/when he responds, I will be sure to post his interpretation. The written interpretation folks are 120 days behind lol..
