Approach Chart Question

Got a two part question for you if you don't mind. I'm looking
at the RNAV RWY 32 Approach chart for Baytown (54T)

1. Looking in the T/A section I see a note saying "Circling NA
at night to Twy 14/32" Does this mean that you can not shoot
this approach at night? Or that at night, you have no MDA and
you can fly it to the ground?

2. The approach starts at the Trinity VOR across the bay, if you
fly the approach to TUBBI at 1800', I would imagine at the point
you would not make it to dry land on glide, so would one not be
in violation of not having flotation devices on board a C-152 or PA-28?

Here is the approach:

1. It means just what it says. No circling to 14/32 at night. You may fly it straight in to 32 or circle to 8/26, but no circling to 14/32. Could be terrain, noise, etc.

2. Are you flying your C152 for hire with passengers beyond power off gliding distance?

Does this mean that you can not shoot
this approach at night?

The combination of

  1. Straight in minimums NA at night, and
  2. Circling NA at night to Twy 14/32
means that you cannot shoot this approach to 14/32 at night, but only to 8/26.

Does the flotation device reg only apply to commercial operations? I thought it applied all the time.

Thanks for the replies.

That's what I get for not reading the notes.

I'm going to ASSume it's a lighting issue.

If I read 91.205 (12) correctly it says something along the lines of, "If aircraft is operated for HIRE over water..."
