New York is particularly vile .. in many ways. But especially when it comes from 'where work is performed'. They cast a hugely wide net when it comes to work 'done' there.When I worked for a NY state company I had to pay their stupid tax, never lived there in my life.
Taxes, yes. Work rules for office employees, yes. CA labor laws for pilots in other states? I doubt it.If we can look at the real reason that AMF is moving to Texas, I think it has to do with adhering to CA labor laws and taxes so I am pretty sure they have to uphold CA labor standards.

I've never been at "AMF's beck and call" after completing a run, nor have I EVER been in uniform or even thinking about work for more than 5.5 hours, except for SJU and LAN. LBB for example. 1.4 hours to DFW, crew apartment for 6, 1.4 back. Omaha. 1.3-4 to Omaha, 8 hours in the crew apartment, 1.3-1.4 back. Buffalo is the same. Seattle is the same. Miami is the same. Burbank is actually a 4 hour duty day in the 99(if your can threaten your way out of the BS 5:30 reserve at least) the same as described earlier in the Metro. ZOMG!!!!! SO much work!!!!!!!Don't even get me started. Being on the company beck and call for 16 hours is work. So because they grace you with the honor of sitting in some cockroach infested hotel or crew apartment, that isn't work? A max duty day at the airline also comes with salary and per diem. Guess who also gets per diem, everyone... 8 hour work blocks for 16 hour duty days is complete garbage. If I am not sitting at home, and I am in my uniform, I am working. Whether I am flying or not.
