If the engine fails or a fan breaks when you are 10' above the ground you are going to get hurt. 20' and you are dead. I wouldn't fly it.

A helicopter more than 10' above the ground and in theory you should have enough forward speed to convert to lift to soften the impact. It's called autorotation. In this, the only option is the chute, which is non-viable at 20'.
