Dan speculating that the flap motor burned out tells me he doesn't really know the airplane very well, because if he did he would know that stuck flaps on 100 series Cessnas are super common, and usually are caused by a sticky down limit switch. I'm kinda surprised they didn't retract after it flipped on it's back.
Typical flying club MX officer 2am phone call:
"I just landed and the flaps wont retract."
"Turn the master on and put the flap switch up."
"Okay"
"Now go over to the right wing to the big inspection panel outboard of the flap pushrod."
"Okay I'm there"
"Now give that panel a good whack with your hand."
"Oh, they just retracted!"
"I knoooowwwwww... Goodnight!"
