Wrong it's a play on numbers,the 3.52% represents the % of locality increase in other words RUS got I think a .5% increase which is up 3.52% so in actuality we got a .5% increase. ACK once again got scewed as we are still lumped into RUS

I ran through some basic calculations to determine annual increases and it checked out. Here's how they came up with the Total increase in the right column...(Again,this % increase has nothing to do with ATC, that we know of yet).
Using Grade 6, Step 2 of the General Schedule for a Dallas area employee as an example.
2008 Base Pay - $29276
2009 Base Pay - $30125
2008 Locality - 18.74%
2009 Locality - 19.95%
...and now the calculation.
Step 1: 29276 + (29276*18.74%) = 34762 [Total Pay 2008]
Step 2: 30125 + (30125*19.95%) = 36135 [Total Pay 2009]
Step 3: (36135 - 34762) / 34762 =
3.95% [Total Increase over 2008 Pay]
Let's do it again for a Grade 6, Step 2 for a Boston area employee.
2008 Base Pay - $29276
2009 Base Pay - $30125
2008 Locality - 22.51%
2009 Locality - 23.98%
...and now the calculation.
Step 1: 29276 + (29276*22.51%) = 35866 [Total Pay 2008]
Step 2: 30125 + (30125*23.98%) = 37349 [Total Pay 2009]
Step 3: (37349 - 35866) / 35866 =
4.13% [Total Increase over 2008 Pay]
