For the rest of US, how do they figure that 13.86 is a 3.52% increase?

The 3.52% is total pay increase for general schedule employees. If I remember correctly, ATC is not on the general pay schedule, so I would ignore that column.

I am still searching for new ATC pay bands for 2009, but they probably won't be out for a while.
 
yeah it says NY was up 4% or something..and its up like 1.7%...still good i guess. its like $500 more for the starting year...lol...im rich!

Wrong it's a play on numbers,the 3.52% represents the % of locality increase in other words RUS got I think a .5% increase which is up 3.52% so in actuality we got a .5% increase. ACK once again got scewed as we are still lumped into RUS

I ran through some basic calculations to determine annual increases and it checked out. Here's how they came up with the Total increase in the right column...(Again,this % increase has nothing to do with ATC, that we know of yet).

Using Grade 6, Step 2 of the General Schedule for a Dallas area employee as an example.

2008 Base Pay - $29276
2009 Base Pay - $30125

2008 Locality - 18.74%
2009 Locality - 19.95%

...and now the calculation.

Step 1: 29276 + (29276*18.74%) = 34762 [Total Pay 2008]
Step 2: 30125 + (30125*19.95%) = 36135 [Total Pay 2009]
Step 3: (36135 - 34762) / 34762 = 3.95% [Total Increase over 2008 Pay]

Let's do it again for a Grade 6, Step 2 for a Boston area employee.

2008 Base Pay - $29276
2009 Base Pay - $30125

2008 Locality - 22.51%
2009 Locality - 23.98%

...and now the calculation.

Step 1: 29276 + (29276*22.51%) = 35866 [Total Pay 2008]
Step 2: 30125 + (30125*23.98%) = 37349 [Total Pay 2009]
Step 3: (37349 - 35866) / 35866 = 4.13% [Total Increase over 2008 Pay]
 
I haven't been around too much lately...so forgive me if this is listed somewhere else. Where did you get the 2009 Pay Charts? I see the locality rates but where is the pay?

He's using the General Schedule pay charts, not ATC pay. the 09 ATC pay tables are not out yet.

Locality is not directly linked to "Cost of living" it was based on a study of comparable jobs in the Government and those in the private sector. Houston was overinflated to reflect ENRON and other corrupt local company's outrageous pay scales.
It was really a matter of perfect timing for Houston. Since then the pay scales have moderated in the local areas around in and around Houston. Since many people there are counting on the locality as part of their pay the chances of it being adjusted to what it really should be (Rest of US) is slim to none.
The disparity of the actual living costs and locality pay was the reason the FAA and other agencies had programs like CIP (Controller incentive pay) where you where paid up to as much as 25% extra to work in certain high cost areas like southern California. Unfortunately CIP is being phased out for controllers, thank goodness the Managers still get it though.

Locality does not reflect cost of living.
 
Nothing wrong with getting a raise. do you know when we get the raise? If it starts with Pay period 1 do they apply it to all of Pay period 1(Dec 21-Jan 3) or just January because they are 09 rates?
