Right, I don't know what AZ state law is, but in some states, the suspect can be charged with murder if a law enforcement officer dies in the process of apprehending them, even if the suspect isn't directly responsible. Often used in the context of an officer dying in a car wreck during a police chase.
 
If he shot the helicopter down, that would be appropriate. If the crash was an accident of some kind, then that kind of doesn’t jive.

The law is different in every state. In KY, a perpetrator can be charged with murder if a person dies as a result of the commission of a felony, even if the death was unintentional or unforeseeable.

That’s a pretty low bar.

So someone miscalculates a threat, needs help, is going to get in trouble if they ask for it, so they’re going to exhaust all measures before REALLY NEEDING IT, making for a more harrowing rescue….

Given how many departments seem quite happy to expose people not ordinarily involved to serious or even deadly peril to stop a pursuit I'm inclined to agree. It's quite similar to "I created my own exigent circumstances then had to go pewpewpewpewpew to extricate myself from them, but the person I shot is still the assailant, somehow."

Where have I seen that lately?
