The same goes for a part 91 sign off for SIC ratings. Not unless the person signing is flight instructor then the flight instructor is giving the endorsement not the ATP.
Think about the big picture, what would the training environment look like if every ATP had instructor privileges.

Oh I'm already an ATPThat is one way to look at it. Being an instructor is one common stepping stone to a career, however it is still a job and some people don't take it seriously. Just because you have a poor instructor, doesn't mean you're stuck with them. There's over 100,000 instructors out there.
