Nope, unless the person receiving instruction and the ATP signing it off is involved in the training program at a 121/135/142. The same goes for a part 91 sign off for SIC ratings. Not unless the person signing is flight instructor then the flight instructor is giving the endorsement not the ATP.

Think about the big picture, what would the training environment look like if every ATP had instructor privileges.

Gotcha. If every ATP was allowed Instructor Priviledges, I'd figure I'd see real, experienced pilots instructing instead of young, recently certified ones trying to earn flight time for their Airline ticket.

That is one way to look at it. Being an instructor is one common stepping stone to a career, however it is still a job and some people don't take it seriously. Just because you have a poor instructor, doesn't mean you're stuck with them. There's over 100,000 instructors out there.

Oh I'm already an ATP ;) Back in 2009-2010 when I was training I had 7 different instructors (part 141) and I learned something from each one, but I'll be honest the REAL learning experience was with my dad, an ATP and Part 135 pilot. He taught me the fine details about flying, and specially technique. When to do what, when to call out for checklists, and specially why things are done in a particular way. Hehe my personal checkride was when I took him for a ride, after my Commercial Ticket.

Edit: Oh btw, he and I couldn't be more apart than water and oil before I started flying. So his hammering during training was harder but at the same time accomplishing it was highly satisfying. In fact, it was So satisfying we amended the relationship and I am grateful for it.
