Nonetheless, if one walks then there really was no guilty conviction, and wouldn't have to be reported on a question if it asked if one is guilty of a felony/misdemeanor.

I agree. The only issue I have with this is that if an application has a question that may ask this and disqualify you regardless of outcome.

For all intents and purposes cited for a crime = arrested. Either way you were charged with a crime. Whether the arrest was custodial or not is neither here nor there.
It won't. People get arrested and/or detained with regularity and people know that.
Now if you're convicted, that's something else entirely different.

I don't even know if the question is asked, to be really honest. I haven't seen the application recently.
I assume, and this is just my opinion only, is that you're showing (a) completeness of application and (b) are you honest.
Kind of like the moving violations question, if you answer yes, perfect! If you answer no, well, did the applicant actually NOT have any moving violations, or did the applicant HAVE moving violations but had them expunged through traffic school and didn't answer the question truthfully.
I guess if someone asked "Have you EVER had a moving violation" my answer is yes primarily because I have and that's an honest answer even thought they're not on my NDR (national driving record)
"Do you have any moving violations in the last ten years..." my answer is (literally) no.
"Do you have any moving violations in the last ten years..." my answer is (literally) no.

How far back does PRIA go? 5 years ?
By the time you get to a major, if it's been more than 5 years (if that's the case) can you just mark that period of time as unemployed, instead of going through the whole story of quitting during training?
Or will they find out anyway??
