It surprising how restrictive airports and airlines are with crew parking passes. Especially given how many of us commute. It just seems like it's not a fight that really produces any winners since, as you mention and I can confirm, employee lots are never full.
They have a huge non used parking lot over by GA. Ive tried to get a pass there but no such luck through the airport. Keep in mind you can take a BART train to SFO. So you could find cheap off airport parking. When I lived in SF I walked to the BART train and wound up at SFO. It was a bit of a PITA. However I didn't need to have a car while I lived in the city.
