It's more like lots of low to medium-paying jobs and fewer people there to fill them.
True story, I was talking to a pilot recruiter a few years ago that was dumfounded that his airline didn't have the usual 7 to 12,000 applications on file when the window was open for the company that he was recruiting for. I had to say, quite honestly, the airline was no longer seen as the ultimate destination of job seekers. People don't necessarily seek professional prestige from who they work for, they seek that though working for one of the top-paying airlines and, well, the company that conventional wisdom says is the place to be.
If you kick a brother down some ducats, improve working conditions and don't treat your employees like a debit card for bad planning and decision making, you're going to get applicants.
