I was told they "don't train pilots" so getting money for a CFI or Commercial may be tough. But getting money for a type (if you sell it properly) isn't "training pilots", it's "enhancing someone's qualifications to allow them to obtain gainful employment". That's the angle I'm going at it.
"Well, sir. Seeing as how I was furloughed, I can sit around on the government dime for the next 6 months...or I can go to this job and make $x thousand a year if I only had this training (present type rating information). All I need is a little bit of help financially to get it done. I know there are programs out there. How can you help me?"
I've been bouncing from supervisor to supervisor in PA and Ohio trying to get a CE-500 recurrent paid for or a CE-525S type. It's a very interesting process.
Like I said, I know when I was running the flight school we had a few guys come in just for "recurrent" in things like 172s, Bonanzas, Duchesses (Duchi?), etc. We never got anyone to come in and get assistance finishing up a Commercial or CFI though. ...not to say that we didn't train for an
additional CFI (MEI) rating for the guys coming in for "recurrent".
