When are seatbelts required?

I seem to be getting different answers from different people.

My understanding is that pilots do not need to wear seatbelts and shoulder harnesses (if equipped) during taxi and cruise -- but are required to do so during takeoff and landing. Passengers, on the other hand, need to wear seatbelts and shoulder harnesses (if equipped) during taxi, takeoff, and landing -- but not during cruise.

Am I correct?

All occupants of the aircraft are required to wear seatbelts (and shoulder harnesses if so equipped) during taxi, takeoff, and landing. Pilots sitting at their stations are required to wear the seatbelt during all time sitting at their station. The shoulder harness, if so equipped, must be on during taxi, takeoff, and landing.
 
You don't need to wear your shoulder harness if wearing it will inhibit you from being able to complete your duties. (e.g. can't reach fuel selector with seatbelt on)
