When are ant-collision lights required for day VFR?

In the FAR's it says aircraft "certificated after 1996 under Part 23".
What exactly does that mean? Part 23 is something about leasing.

aircraft manufactured after 1996 must come equiped with a red or white anti collision light system... red being the rotating beacon on the tail OR white flashing stobes ...
 
I was just wondering why for the shoulder harness the FAR's state for minimum VFR equipment "manufactured after 1978" and the lights they use "certificated after 1996".
Just was not sure what the difference in manufactured and certificated was. I thought they would be the same since they are certificated after they are manufactured.
But I guess it would be to easy to use the same term for both in the FAR's!

Hmmm.... I see "manufactured" as when the aircraft was physically put together compared to "certificated" which was when the FAA gave the ok to start manufacturing them.

IMHO seat belts are more important than anti-collision lights and that is why the FAA put a more stringent requirement on them.

I think the difference is also related to whether or not the aircraft has an electrical system.

Take an aircraft that was originally certificated under the old CAR (not Part 23) with no electrical system. They are manufacturing them today under the old type certificate. It has to have shoulder harnesses, but does not have to have the electrical system to run those anti-collision lights.

Making anticollision lights required based on "manufactured" date would effectively prevent those aircraft from being made today.
