What the hec! CFI question

I am studying for my CFI renewal and I came across this question. This is right ot of 61.183(i) and in my opinion both B & C are correct. If I had to pick one I would lean towards C since the words “sign-off” are not perfect FAA nomenclature. Any thought other than this is a bad question?

Having just come out of the CFI written/oral/practical extravaganza, I can say with certainty that the answer is, indeed, 'C.'

I would have go along with Doug on this and say "B" is correct...

I don't see anything in the PTS in the "Unsatisfactory Performance" section that mentions spins at all...
 
I was thinking "B" as well...how does the CFI applicant from a small fbo get a spin endorsement? I would think if you dont get an endorsement you have to then demonstrate the knowledge on the practical test.

(2) Demonstrate instructional proficiency in stall awareness, spin entry, spins, and spin recovery procedures. However, upon presentation of the endorsement specified in paragraph (i)(1) of this section an examiner may accept that endorsement as satisfactory evidence of instructional proficiency in stall awareness, spin entry, spins, and spin recovery procedures for the practical test, provided that the practical test is not a retest as a result of the applicant failing the previous test for deficiencies in the knowledge or skill of stall awareness, spin entry, spins, or spin recovery instructional procedures. If the retest is a result of deficiencies in the ability of an applicant to demonstrate knowledge or skill of stall awareness, spin entry, spins, or spin recovery instructional procedures, the examiner must test the person on stall awareness, spin entry, spins, and spin recovery instructional procedures in an airplane or glider, as appropriate, that is certificated for spins;

If you go to the practical without the spin endorsement, you won't be able to take the test.

If you go to the practical with the endorsement, the inspector asks you a few questions about spins and you nail them, then you don't have to demonstrate spins and recovery in the air.

If you go the practical with the endorsement, the inspector asks you a few questions about spins and you have no idea what he's talking about, he can pink slip you and require that you come back with an airplane approved for spins next time (read: you'll be doing spins and demonstrating recoveries in the air with the examiner).

Spin a C150 with an instructor.

Well, I fly at a small FBO and I'll be going up with an instructor, doing spins, and getting my endorsement.
