Looks like it to me.

The first time I flew over that I about #### myself because I thought my student had strayed into Edwards Restricted airspace without me knowing. I checked the chart to the VOR radial, back to the chart, back to the radial, triangulating my position with landmarks. After about five minutes I calmed down, but wondered what the hell that was till we got on the ground and found it on google earth.
