What if you picked your two preferences...then didn't get an invite.

Couldn't you call up and be "WTF why didn't I get picked?"
And they would say "we have filled all positions in that area."
In which you say "What about these two states..."
And then they say "okay, done, you'll work here..."

Basically...
If you pick two states, and they are filled. Rather than simply not hiring you, wouldn't they just allow you to pick two different states?

I have heard MiddleOfNowhere is a pretty decent facility, and it has some great real estate.

no, reason being is that they have a lot of people who have said...yeah ill go anywhere...then they find out where they are going to go and change their mind. and also i believe it has something to do with the hiring panels
