What does this NOTAM mean?

My (and my student's) interpretation: The ROKIT1 LFK transition is only allowed for aircraft filing at or below 17,000
The check instructor's interpretation: Aircraft under 17,000 are restricted from filing the ROKIT1 LFK transition.

your interpretation is correct plus the EMG transition
 
That's what I thought. I only mentioned LFK as that was the one my student used. Just wanted to make sure I wasn't completely effed up in my understanding.

Yes. The check instructor is reading it wrong, in that the "Restricted TO Aircraft AT 17,000 and below". It's pretty clear that these aircraft are the only ones that can use that transition.

Is this the same check pilot who duped your student on his phase check?
 
Haha...same one. could have been worse...I guess the other day another instructor (one with a real reputation) busted out IFR lost comms on a commercial guy.

I think this check instructor needs some remedial.

Maybe I can quiz him on FAR 133.....you know, something related to what he should know.
 
I guess I read it both ways and not sure which one was correct. Why couldn't they just say "... transition ONLY FOR aircraft at 17k and below", and save the confusion?

Probably because the guy who wrote it knows what he meant! It's tough to catch stuff like that as a writer, because you never think about other ways someone could interpret your language. I could see it either way also, but I kind of think it means the former. Transition only for aircraft at or below 17000'.
