Who's to say they even had a certificate? Do those swing sets even have to have an n number?

Don't even need that.

If it's an FAR part 103 qualifying ultralight (under 254lbs, stall under 24kts, max speed 55kts, 5gals max fuel, and single seat)... there are zero pilot qualifications.

No age requirement, no training requirement, no drivers license, no medical, no airworthiness standards for the aircraft, no inspections required.... pure freedom!
 
500 feet away from any person, vessel, vehicle, or structure. I fail to see the problem.

My dad likes to fish with a sheriff's deputy, he always gives my dad a hard time and tells him he's not the legally required 100' from docks or shoreline when generating a wake. My dad says "yes I am". His deputy buddy says "no you're not, I'm going to give you a ticket". My dad says "get out and measure then".
