Even if they do, it will be half a loaf at best, requiring at least 5 years of interpretations from the FAA to convince the operators to implement it as intended, but with heavy whining from industry. By the time you’re done, it will be a 1/4 loaf or worse.
The worst part of 117 was the elimination of 30/7. I used to do scheduled 135 back in the day, and those rules were 34/7, and I can tell you, those 4 hours make a huge difference. I’d get home from doing 32-33 hours and I’d be completely whipped, and that was when I was 24. I’d be a corpse doing that today.
