Trying to find out which Washington Center sector would have been controlling me south of DCA, just prior to being handed off to approach, at 21000 feet, inbound on the CAPSS3 arrival.

Jepp FD has the frequencies. Plug in the route and go to the high IFR chart and you can pull up frequencies.
