They'd have to nullify the scope clauses first if I recall correctly—both Eagle ALPA's and APA's scope require that the flying be done by American Eagle Airlines with the exception of some flights operated by Chatauqua D/B/A AmericanConnection. Which, they could do using Section 1113, but they still have to go through the process of bargaining in good faith.
