VOR Check for IFR

Has anyone else wondered why 91.171(b)(1) and (2) include the words "at the airport of intended departure" when referring to the VOR test signal or VOR surface checkpoint?

If I read the reg as its written - if I fly to an airport VFR, do a VOR check using a surface check point, depart VFR to another airport without a VOR test signal or check point, then want to depart IFR on an IMC day w/in 30 days, I'm not legal because the VOR check was not conducted "at the airport of intended departure." Why would they add those words if that wasn't the meaning?

It just struck me as odd that those words were included.
 
That is some very bad wording. I've always read those regs so fast I've never really thought about it so deeply. I just remember VOT/Ground is +\- 4 degrees.

I would assume the reg is written as if your VORs are out of check and your only option is to do the check at your departure airport before embarking on an IFR clearance.

I think that's right. In both (b)(1) and (b)(2) The reg is just trying to say that it's a ground check that needs to be done before departure under IFR but it's very badly worded. Makes it sound like a ground check you did 20 days earlier doesn't count for anything more than one flight.
