I don't. I based that off the 1972 date you provided. It is possible that the policy changed from one version to the next. However, from looking at the various iterations of FAA documents, things don't change much from year to year. The Part 23 regulations had their genesis in the previous CAR 3 regulations, and many of them read almost word-for-word as the current Part 23 stuff. The only difference is MPH changed to knots.
I'm not familiar with 8110.7, but I'll take a look around. The number "8110.7" makes it appear to be an FAA Order and they may have just changed it to an AC.
