I know the lady who runs that department. Trust me, it's more playful than anything else.

But there are no rules about non-reve travelers wearing leggings at all so your source is not factually correct. It's got to be clean and basically no bikinis, swimwear or pajamas and you've got to wear shoes. Also it cannot be shear or "revealing".
 
This is straight from United's dress code, or at least what they give us at Skywest in our travel manual.

But often, don't leggings fall into the "revealing" category?

And Delta throws out a serious Twitter blow @ United, yet DL has effectively the same policy. I guess the tweet makers don't know that. "Flying Delta means comfort. (That means you can wear your leggings ;) ) "

Personally, I really don't think so.

But I do take a more anthropological angle on it. The woman with the very nice derriere that's wearing yoga pants, well, that's just my primal "monkey brain" reaction to triggering itself for a viable mate to pass on my genetics more than it is suggestive or revealing.

Dress Code

The pass travel dress guidelines provide you and your pass riders the same flexibility as other passengers when deciding what to wear on your flight.

As a general rule, if the attire is appropriate for a revenue passenger to wear, then a pass rider can also wear the same attire.

This applies to all classes of service on any Delta or Delta Connection flight (Note the exceptions to this policy listed on the next page). Check the Other Airline Index on Employee Connection for the dress codes of other carriers.

And

Passenger whose dress violates public decency laws and or community standards (examples include clothing that is sheer or inappropriately revealing, clothing designated as sleepwear, underwear, or swim attire)
 
I've dabbled in the DSM but I don't consider myself a psychologist!

However your rantings over all things Delta remind me of when a mustang with a big pipe rolls up to me at a red light and revs his engine indicating that he wants to drag race. I largely ignore the person then he tears off when the light turns green. I move forward at my normal leisurely pace.

At the next traffic light, he rolls down the window and starts screaming about how his mustang just destroyed my BMW.

Ok. Glad you felt good in the one-man drag race but I'm middle aged and largely indifferent to your business! :)

I guess I thought the DL policy was a bit stricter than it is. Now I know, but I stay away from leggings to spare everyone else's eyes.
