U.S. Senator Lands Plane on Closed Runway

Me thinks the Gentleman from Oklahoma will be hearing from his insurance company in the least.

Just read on AvWeb where Inhofe claimed that pilots "technically" should "probably" check NOTAMs, it is impractical for him because he makes so many flights (!?). Does he think that 91.103 applies to everyone but him?

He's a politician, would you really expect him to think the law applies to him?

Shooting an approach to a closed runway, then landing in the vicinity of workers..

Would this qualify as unsafe and/or reckless operation?

In addition to (or in combination with) the failure to take adequate preflight action, certainly. The FAA will throw 14 CFR 91.13 at you in just about any enforcement action - not unlike 'conduct unbecoming'.
