I have a question as a newbie CFI. When I verify that student is US citizen, does he need another endorsement since he already has one from another school?

Make sure you read and understand that entire regulation VERY CAREFULLY. Also, DOCUMENT all of your records for the students, and DOCUMENT your security training if you are working as an independent CFI. I recently had a friend get called by the TSA over a foreign student, and they started asking to inspect all of his records.
