If you are referring to the ATC level of the various FAA facilities, then that information can be found here:

And if by "proposed availability for ATC's in the state of Colorado?" you mean how many openings there are, I don't think anyone really has that information. Lots of people have asked similar questions and nobody really has any straight answers unless they know someone at a particular facility. I live in CO and it seems, from some conversations that I've had, that the demand for people is very high everywhere.

There's a chart in Appendix A of the ATC Workforce Plan. It's probably out of date, and might never have been truly accurate, but it's the most recent info I've seen published.
