Actually his Supreme Court has issued numerous sweeping rulings that they claim do not set a binding precedent, and only apply to the current administration. Stare decisis is functionality dead, killed by the highest court in the land. The entire legal profession is having a major identity crisis over it, less the Heritage Foundation, who are running victory laps.
