Uhhhh Southwest hub? The should have never reverted to Class E airspace to begin with. Leave it Class C with the approach control taking over the surface area.

Yeah ground would still be a CTAF, but it would have prevented all the local weekend warriors from showing up like the place was OSH

As someone who regularly flies out of MDW, I can only imagine the chaos that was when 20 airlines are trying to land and depart at the same time and then a few 172's try to join the party. Hell- I bet half the 121 guys haven't flown into a non-towered field in 5 years.
