You should be instructed when to hold short of the critical area. An ILS might be in use, but not requiring you to hold short of the critical area. Example: aircraft seeing the airport on a three mile final will be on an ILS approach coming to the airport because the ceiling is 1,700 feet
 
That is far from a dumb question. It's a very common misunderstanding. It's so widely misunderstood that when AOPA began producing Runway Safety Flash Cards they had the wrong answer on the cards. The current version corrects that error, but if you find an old set, it will have the wrong answer.

The references from the pilot side are; AIM Paragraph 2-3-8-b-2 and 4-3-18-a-8.

If a pilot is expected to hold short of a runway approach (“APPCH”) area or ILS holding position (see FIG 2-3-15, Taxiways Located in Runway Approach Area), ATC will issue instructions.
 
And if memory serves that is also the correct answer on the ATP written that gives this exact scenario...
