First thought is it says ILS Y. Usually when it specifies that code, there is also an ILS X or Z with different rules and procedures. Not familiar with that particular airport myself, but that would be the first thing I'd look for in the charts based on just those two NOTAMs.

As for the last NOTAM on its own, that seems the same as the domestic ASOS/component of the ASOS unreliable. Different than ASOS unusable or out or service.

Not taking about the MET NOTAM, but the ILS-Y has a racetrack based off the VOR so if the VOR is out, you can't do the racetrack into the ILS. There is a Z that uses RNAV to align you with the ILS so you would have to have RNAV to land with the ILS there.
