With Hurricane Matthew making its way up the coast with all its wonderful attributes :sarcasm: (Okay the color enhanced satellite image looking like Jack from The Nightmare Before Christmas was pretty cool!!). I stumbled upon this in the KCHS NOTAMs the other night.

M0823/16 NOTAMN Q) ZJX/QXXXX/IV/NBO/A/000/999/3253N08002W005 A) KCHS B) 1610042038 C) 1610062359 E) AERODROME KCHS EXPECTING HURRICANE CONDITIONS - AIRFIELD WILL CLOSE AT SUSTAINED WINDS EXCEEDING 30 KNOTS. PLAN FOR LIMITED WARNING OF AIRFIELD CLOSURE

Of course the winds haven't gotten above 20kts yet but being the proactive dispatcher that I am, I sent an email to our mgmt telling them to add CHS to the list of airports on the Hurricane watch. Most said thanks, but one reply stood out to me as being very odd. "It's a Military NOTAM, we will be okay." While I agree that it is only in the Military section, in my mind closed is closed military or not. CHS tower even confirmed my gut feeling. So every flight thus far has extra fuel, KCAE as the alternate and a remark in BIG BOLD letters paraphrasing that NOTAM. (Yes not a single crew has called asking about it:D)

It is still legal to dispatch because it is open, but I can't help but think of the Fargo incident this past summer. Of course it couldn't be as clear as FLL

I guess like everything else in aviation, it's trying to find the crystal clear water in all the mud.
 
Don't see an issue. It's just stating at what conditions will the airport no longer accept traffic. The TAF doesn't look too bad and the storm is still pretty far to the south. Obviously, as conditions/forecasts change so will operations.
 
CHS is owned by the military. It's a joint military-civil use airport. Since, the military controls the airfield, their NOTAMs are controlling. It's the same as dispatching to any other military controlled airport, VPS and GRK are two that come immediately to mind.

I haven't sent a flight to CHS in quite a while but yea I thought I recalled that all the NOTAMs are in DoD format. I know the ATCT is FAA. Though you have that C17 base there so makes sense the Military practically runs the airport.
