A little history:
The first Dispatcher Certificate Issued

The first Dispatcher Certificate (No. 66) was issued on June 30, 1938 from the Washington Office to Stephen Floyd Whalton, 1651 S.W. 11th Terrace, Miami, Florida, to expire June 30, 1939.
Prior to the year 1940, each category of airmen certificate had a separate series of airman numbers- with the exception of Dispatcher, and Control-tower certificates. These two classes of certificates were assigned numbers from the same series of certificate numbers.
Due to the fact that the first 65 numbers of this particular series were assigned to Control-tower certificates, No. 66 was assigned to the first Dispatcher certificate.
In the year 1940, it was decided to bring all categories of airmen certificates into a single certificate series. Accordingly, all Dispatcher and Control-tower Operator certificates issued (1 to 1,000) were picked up by C.A.A. Inspectors as such certificates were due for renewal, and pre-numbered certificates issued in their place.
Mr. Whalton's Dispatcher Certificate No. 66 was, therefore, picked up by the C.A.A. Inspector at the time of renewal (June 30, 1941) and a new pre-numbered Aircraft Dispatcher Certificate No. 123527 issued to him lieu thereof.
