Can they if you don't have a pilot certificate? I've always heard that if you don't have a pilot cert, and go get into a heap of trouble the faa can't do much.

The FAA can't do much, but they can pass your information on to Federal prosecutors who can do very, very much. Just recently google 310 crash New Hampshire pilot or something like that. He is facing manslaughter.

The FAA can do two things - issue and enforce civil penalties (aka fines) or take action against certificates. If you're a pilot, the chances are that it will be action against your certificate; if you are not, the chances are that it will be action against you bank account.

He wasn't necessarily taxiing but I had an airport security guard decide to drive down the runway one night when I was on short final. I NASAd it but don't think anything really happened to him other than being told not to do it again. Pretty sure he didn't have any real authorization for that either--twr was closed btw.
