Student Safety Pilot?

Can a student pilot (already solo) be a safety pilot for a CFI?

I believe the answer to be NO.
Somebody asked me the question, and the only explanation I could come up with at the time was that the FARs don't allow for it.
Later, I resolved to myself that the intent of a Student Pilot Certificate was for the student to learn -- nothing else.

This is one of those threads that is right up there with Freecell and Solitare... a way to kill time on the computer.

FAR 91.109 (b) - no person may operate a civil aircraft in simulated instrument flight unless -

(1) The other control seat is occupied by a safety pilot who possesses at least a private pilot certificate with category and class ratings appropriate to the aircraft being flown.
