What does it typically take to start an air tour company or maybe even an aerial photography company?

As for the VFR 135, I believe it's a minimum of 500 hours total time, plus various cross country, instrument, night etc. The time all depends on how much money you haveDoes anyone know typically what the process or time frame for a VFR 135 ticket is?
