Operations like this can exist much longer than one might think (barring a major accident that will guarantee their demise). There are a thousand ways to try and hide routine operational discrepancies, and a thousand ways to manipulate employees (pilots).
I don't know anything about Southeast Airlines, but since I've worked in aviation I've experienced many of the things in that article, first-hand.
